[aerodyne-pam-users] PAMControls version 1.3 release

An updated version of PAMControls is now available for download from the
electronic PAM users manual. Please read the associated documentation and
release notes here

This version addresses a couple of minor bugs in previous releases and is
necessary to control MKS flow controllers (introduced in version 1.2) and
the Aerodyne sample line flow controller.
